The West Bengal Town And Country ( Planning And Development ) Act, 1979State Act of West Bengal · Act 13 of 1979

(1) The State Government shall appoint a Chief Executive Officer who shall be a whole-time officer of the Calcutta Metropolitan Development Authority.

(2) The Chief Executive Officer shall discharge such functions and exercise such powers as may be assigned to him by the Calcutta Metropolitan Dvelopment Authority.

(3) The Calcutta Metropolitan Development Authority may appoint a whole-time Secretary and such other staff as it may think fit for the exercise of its powers and discharge of its functions under this Act.

(4) The expenditure on account of the salary and allowance of the Chief Executive Officer, Secretary and the other staff shall be defrayed out of the fund of the Calcutta Metropolitan Development Authority.
