Section 22

The Young India Skills University, Telangana (Public-Private Partnership) Act, 2024State Act of Telangana · Act 13 of 2024

(1) The Governing Body of the University shall consist of at least Fifteen (15) members including the following members namely:

(i) Chairperson of the Board;

Controller of Examinations.

Other officials.

Authorities.

Board of Governors.

(ii) The Vice-Chancellor;

(iii) Two (02) Deans from the schools of the university, with each school selected on rotational basis for a two- year term;

(iv) The Secretary to Government in the Industries and Commerce or an officer in the Industries and Commerce Department nominated by the Government, not below the rank of Joint Secretary;

(v) The Secretary to Government in the Education Department or an officer in the Education Department nominated by the Government, not below the rank of Joint Secretary;

(vi) The Secretary to Government in the Finance and Planning (Finance Wing) Department or an officer in the Finance and Planning (Finance Wing) Department nominated by the Government, not below the rank of Joint Secretary;

(vii) Member representing the SC/ST Community, nominated by the Chancellor;

(viii) Seven (07) Members from different sectors of the Industry, representing sponsors of the Schools, programme implementing organisations, Public-Private Partnership entities and industry experts.

(2) The Registrar shall be the non-voting Ex-Officio Secretary to the meetings of the Board.

(3) (A) The Chairperson of the Board shall be an eminent person of standing in their field.

22 [Act No.13 of 2024] (B) The term of the Chairperson of the Board shall be three (03) years from the date of his/her appointment and shall be eligible for reappointment to that office for another one term of three years.

(C) For the first instance, the Chairperson of the Board shall be nominated by the Chancellor and for later ♦ instances, a Search-cum-Selection Committee shall be formed by the Board of Directors for nominating the Chairperson of the Board.

(4) (A) Save as otherwise provided in this section the term of nominated members of the governing body shall be three years from the date of nomination. Provided that each nominated member is eligible to hold the position for one additional term of three years.

(B) The term of Members elected from different sectors of the industry shall be two years from the date of appointment.

(C) An ex-officio member shall continue so long as he/she holds the office by virtue of which he/she is such a member.

(5) It shall be ensured by the Board of Governors that proper representation is given to women and socially disadvantaged classes from time to time.

(6) Nearly one third of the nominated members except the ex-officio member shall retire by rotation each year. In the first two instances, the Industries and Commerce Department, Government of Telangana shall decide the procedure to identify the members who will retire.

(7) A member may resign from his office by writing, addressed to the Chairperson, but he/she shall continue in office until his resignation has been accepted by the Chairperson.

(8) The Board of Governors shall meet at least two times in a financial year with one meeting in each half.

(9) A minimum of one-half of the members shall form the quorum for a meeting of the Board of Governors.
