"Provided that sanctioning authority is satisfied that licensee/ licensees has submitted an application in Form-IX to the Competent Authority for grant of quarry lease within ninety days of the expiry of licence, or abandonment of operations or termination of the license, which is earlier or such period as extended by the Director, which shall not be more than six months and carried out the operations for establishing the mineral deposit in the area, has not violated any terms and conditions of composite license, and is illegible person for grant of quarry lease."
