52. {)) Subject, whenever il is in this Regulation expressly so direcleti, to the approval or sanction, of the Municipality or the sub-committee concerned and subject also to oil other restrictions, limitations and conditions imposed by this Regulation or by any other law tor the time tieing in force, the executive p;nvcr for the purpose of carrying out the provisions of this Regulation, and of any other law for the time being in force which imposes any duty or confers any power on the Municipality shall \ts< iti the Secretary, who uhajl also—

(a) perform aB the duties and exorcise all tho powers specifically imposed or conferred upon him by or under this regulation or by any other Jaw for the time being in force;

( i ) in any emergency take such immediate action for the service oi safety of the public or the protection of the property of the Municipality as the emergency shall appear to him to jusfifjy or to require, notwithstanding that such action cannot be taken under rhk Regulation without the sanction, approval or authority of some other municipal aulhority or of the Administration.

Provided that the secretary shall report forthwith lo the sub-cr»inmittcc concerned and to the Municipality the action he has taken and the rotsons for taking the same and fee amount at cost, if any. inouwed or likely io be incurnfcd in consequence of such action which is; not covered by a current budget $rant under the provisions of this Regulation.

(2) Any powers, duties and functions cpnlericd or imposed upon or vested in the Municipality by any other law far the time being hi fort:e sJull, subject to the provisions of such law, he exercised, performed or discharged by the Secretary.

(3) AJ1 correspondence relating to any matter dealt with, by or under this Regulation or under any otihcr law between the Municipality and ihe Government or other authority shall be conducted by the Secretary and the 9ocretary >.hall send copies of such correspondence to the Chairperson.
