62. A Municipality may uiake bye-laws consistf-wl with this Regulation and with the rules made thereunder to provide for all or :inv of ihe following matter, namely—
(d) the time and plac^ of to nrrlfngs;
(b) the manner in wiii, L notice of oidinary MCI special meetings and adjourned meetings shall be given;
(c) the conduct of procecdiiu's at meetings and adjournment of meetings;
(d) the custody of Ihe common seal and the purpose1* for which it shall be used;
(e) the procedure of sub-committee; appointed under section 18 the filling of casual vacancies therein, the number necessary to form a quorum at meetings thereof, and oiher matters relating to such committees.
(f) the person by whom receipts may be granted on behalf of the Municipality for money received under this Regulation.
(B) the appointment, duties executive powers, leave, suspension and removal of its officers and servants; and
(h) all other similar matters.
B. Contracts and Conveyances Authority to contraol.
63. (I) A Municipality may, subject t<> the provisions of this Regulation, delegate to one or more of its members or to the Secretary of the Municipality the power of entering on its behalf into any particular contract whereof the value or amount dncs not exceed two hundred rupees or into any class of such contracts.
(2) No contract by or on behalf of :i Municipality whereof the value) or amount exceeds two hundred rupees, shall be entered into until it has been, sanctioned at a meeting of the Municipality.
