(a) Any person whose name is not included in the electoral roll of a Gram Panchayat constituency may apply to the Electoral Registration Officer for inclusion of his/her name in that Roll.
(b) The Electoral Registratio-n. Qfficer shall. if satisfied that the applicant is eligible to be registered in the electoral roll, direct the concemed Assistant Electoral officer to include the name of the applicant subject to the following conditions:
(i) No person shall be eligible to be registered in the electoral roll for more than one constituency.
(ii) No person shall be entitled to be registered in the electoral roll for any constituencY more than once.
(iii) No person, who is an elector in thc electoral rolls of the Municipal Council shall be eligible to be registered hisArer name in the electoral roll of any constituencl ofa Gram Panqhyat.
4. ia) The Electoral Roll of'every Gram Panchayat Cdnstituency shall' unless otherwise directed by the Election Commission for reasons to be recorded in wdting, re prepared./revised in .the prescribed manner at ibast by l't day of January of the eyery year.
(b) lhe Electoral Roll for each Gram Panchayat Constituency shall, unless otherwise directed bv the Elestion Commission for reasons to be recorded in writing' be revised in the prescribed manner before each General Election and before each bye-elections/ casual etection to fill up a ca-sual vacancy.
(c) Whenerier it is considered desirable or appropriate to revise the electoral rolls of any Gram Panchayat or constituency or part thereof, the Election Commissioner shall direct a special revision of electoral rolls for that Gram Panchayat or constituency in such manner as he may think fii.
