Section 54: Sitting of vacatio[ Bench and postirg of cases

(l) W'hen the Tribunal is closed for vacation, the vacation Bench shall sit dn such days as may bc specified hv Chairperson or in his absence the seniormost memher avai llblc.

(2) During the vacatirx. only the rnatters rvhich are required to be imrnediately or promptly dealt with, shall be received in thc Registry and the Registrar on being satislrcd about the urgency, shall order registration and posting of such cases.

(3) Inspection of reccrrds nta) be pcrmined during thc vacatiorr rccording to the rules.

(4) Certified copies mry also be supplied during the vacation according to lhe rttles ( 5) Nothing in thi; r'ulcs shall disable the vacalion Bench from taking the appeal or petition for final hearing, if so dirccted b',' lhe Bcrch.

52. Default of rppearance of respondent and consequences.- Where the respondent, despite effective service of summons or notice on him does not appear bcfore the date fixed for hearing, the Tribunal may procecd to hear the appeal or application or pclition cxparle and prss final order on merits.

Provided that it is open to the Tribunal to seek rhc assistancc of anv counsel as it deems fit in case the matter involves iniiicate and substantial questions of law having rvide ramifications.

(2) Subject to such terms and conditions as may be prescribed by the Chairperson by a gcneral or special order, a person who is not a party to the proceeding, may also be allowed to inspect the proceedings afler obtaining the permission ofthe Registrar in writing.

5l (3 ) The Tribunal may, to advance the cause ofjustice and in suitable cases, waive payment ofsuch fee or ponion thereof. taking inlo consid€ralion tho economic gondition or indigent circumstances of the petitioner or appellant or applicaht or such other reason, as the c;ae may be.(4) The Central Government shall review the fee prescribed for various purposes after every two years and the Schedule of fee may be amended by a notification.
