Section 22: (1) Appointments

Till such time as regular employees are appointed, theCouncil shall engage/ appoint suitable number of ministerial as well as lower grade Group "D" staffon contract basis or on ad-hoc basis or on any other suitable terms and conditions under sub-section (I) and sub-section (2) of section 5 of theAct.

(2) Conduct and Service Rules: - TheCentral Civil Services (conduct) Rules and Central Civil Services (classification, control andAppeal) Rules shallmutatis mutandis apply to all employees oftheCouncil.

(3) Duties of Staffs: - The duties and responsibilities of the staffshall be such asmay be laid down from time to time in the standing orders as may be framed for the purposes by the Council subject to the approval of the President, the Registrar shall appoint the clerical andGroup-D staff from time to time and pay a reasonable rate of remuneration to such personnel provided it does not exceed the rate sanctioned by the State Government for the corresponding permanent staff. These appointments shall be subject to ratification by the Council.
