The Secretary of theCouncil, who shall act as Registrar of the First StateCouncil under the sub-section ( 1) (a) ofsection 3 of theAct shall exercisehis powers and duties as contained in the provisions of theAct, the rules and regulations, and standing orders of the Council.
(2) Appointment of Registrar/ Secretary. TheRegistrar-cum- Secretary shall beasenior qualifiedmedical practitioner oftheGovernment (Post Graduates would be preferred) and shall be awholetimesalaried regular employee and shall be appointed by the Council under sub-section (1) of section 5 of theAct and his/her pay scale shall be determined as per recruitment rules made by theCouncil in accordance with the pay scale as admissible to State Government Officers of equivalent rank and equal status.
(3) Terms of theOffice of Secretary/Registrar:- The terms ofthe office ofthe Secretary/Registrar shall be fixed by the Council at the time of appointment. He/she shall normally be retired on attaining the age of58 years or asper Government norms unless otherwise determined by theCouncil provided that he/she may be granted extension of service beyond retirement date for a total period not exceeding 2 years.

(4) Other Service Conditions :- The Central Civil Services (Conduct) Rules, 1964 and Central Civil Service (Classification, Control andAppeal) Rules, 1965 asadapted and applied by theStateGovernment from time to time shall mutatis mutandis apply to theRegistrar-cum-Secretary.
21. Powers and duties of theSecretary/Registrar: (I) Executive Officer : TheRegistrar shall be theexecutive officer oftheCouncil.
(2) Drawing and Disbursement Officer: TheRegistrar shall be theDrawing and Disbursing Officer.
(3) Miscellaneous :- (a) He/ she shall perform such duties assigned to him/ her under theAct and the Rules and also assigned by the President. He / she shall also be responsible for the safety of the property of the Council, the control and management of the office and the accounts and correspondences. He/ she shall also see that the Officers/ Staff perform such duties as may be required of him/ her by the Council for the purpose of theAct.
(b) The Registrar shall not less than 90 days before the expiry of the term of any member of the Council, draw the attention of the President to the approaching vacancy and the latter shall forth with report to the Government in order that a newmember may benominated or elected to fill the vacancy from the date in which the vacancy occurred.
