(1) Within three months from the date of commencement of this Act the State Government shall, by notification in the official Gazette, declare such number of close water bodies, where upon the ownership right belong to the State Government, as Mini Sanctuaries containing an area of at least five thousand square meter for each twenty hectare water surface under culture based management to ensure the survival of breeding population of wild variety or non stock species of fish wherein harvesting may be done in every second year with exception of hook and line fishing with live fish bait to prevent damage of small fish by predatory fish.

(2) Before declaring any Mini Sanctuary under sub section (1), the State Government shall take into consideration the geographical, ecological, geomorphological, floral, faunal or zoological association, importance or requirements as may be necessary for declaring the said water bodies as Mini Sanctuary.

Removal of difficulties

24. If any difficulty arises in giving affect to any o f the provisions of this Act the State Government may, by order not inconsistent with the provisions of this Act, remove tire difficulties.
