Section 18: Lead Agency or Secretariat of the Council

(1) The Lead Agency of the Council as defined in sub rule (k) & (t) of Rule 2 (1) shall also be known as the Secretariat of the Council;

(2) It shall function under the general control and supervision of the Transport Department, Government of Bihar through the Member Secretary. Lead Agency shall be supported by full time staff drawn from the department of Police, RCD, Education, Transport and Emergency Care. It may also employ staff on contractual basis with the approval of the Government through the Council;

(3) State Transport Commissioner shall be Officer In-Charge of the Lead Agency;

(4) Officer In-Charge of the Co-ordination Committees of the stake holder departments shall at the same time be the Member of the Lead Agency;

(5) Office of the Lead Agency will be situated in the Transport Department or at any place so notified by the Council.
