(1) The Lead Agency shall be a separate entity headed by State Transport Commissioner supported by adequate and competent full time staff drawn or deputed from the Department of Road Construction, Education, Health, Police and other stakeholder departments and institutions concerned with the road safety issues in the state;
(2) Lead agency shall function under the supervision of Member Secretary.
(3) Members of Lead Agency.-
(i) State Transport Commissioner shall be officer-incharge of the Co-ordination Committee- Nodal Officer;
(ii) Officer In-Charge of the Co-ordination Committee of Police Department, (not below the rank of Additional Superintendent of Police)- Member;
(iii) Officer In-Charge of the Co-ordination Committee of Health Department, (not below the rank of the Civil Surgeon)-Member;

(iv) Officer In-Charge of the Co-ordination Committee of Road Construction Department, (not below the rank of an Executive Engineer)-Member;
(v) Officer In-Charge of the Co-ordination Committee of Rural Works Department, (not below the rank of an Executive Engineer)-Member;
(vi) Officer In-Charge of the Co-ordination Committee of Education Department, (not below the rank of the District Education Officer)-Member;
(vii) Officer In-Charge of the Co-ordination Committee of Urban Development and Housing Department, (not below the rank of Joint Secretary)-Member;
