( I) The President shall fiX such place or rlace~ as he deems fit as polling statlons for the purposes of recording of votes and shall lay down the area which each P;olling station shall serve:

(2) The President shall appoint a person other than the Chief Executive Officer, to be a Returning Officer who shall he responsible for the proper co:1duct of the election, and the Returning Officer shall appuint for each polling stat10q, a Polling Officer who shall be in charge of the voting; arrangements, and be responsible for the fair con duel di the election at his po1ling station on the polling day n :1 {~ach Polhng Officer may appoint, ·'subject to the :<liKll on of tile President, one or two assistants as may be llCL:l~.~'iJI }' ro ;JSsist him in his duties on the polling day, <~nd lot who.se conduct he shall be responsible.
