\\'hen a nomination paper is presented, the Returning Officer shall examine it and infonn the person pr0senting it, of any points in which the nomination paper appears defe,ctive, but no failure on the part of Retuning Officer to give !-.UCh information and no defect or error in the information shall affect the validity of the proceed ings.
