(1) The Cenral Commission Shall opcn accoun(s) in one or more nmimatisefi banks.
(2'l The Ccntral Commission shall make available the specimen signanres of two of ils officers to be the authorisod signEtories to the nominated bank(s) for their informntion and recods'
(3) The link branch of the nominated banU(s) shall fumish daily payments and receipts scrclts to the Coml Comnission which will ensure that 0re cheques appoaring in the payment scmlls ale those issued' by the Cenral Commissiott and reconcile caclt transaction with the bank(s).
7 . Mamcr of lpplying tbe Fund.'

(2) These officers shall be responsible for monitoring the proper trarsactions of rcc€ipts and payments on behalf of the Central Commission.
Budget Ertimates and Revised Estimates. - The Central Commission I pcpare its budget estimates and revised estimates in the format as at - I and Final Grant statement in format as at Annexure - II and submit to the Cental Government by the 306 September and 156 January of each Year.
Delegation of Powom. - (l ) The Chairperson of the Central Commission I have the powers of the Central Govemment relating to items as given in I V, VI and VII of Delegation of Financial Powers Rules, except in following maners:- (D Creation ofposts, (iD re-appropriation of funds from one head to another,
(iii) purchase ofvehicles,
(iv) perrnitting any officer of the Commission to participate in seminars, conferences or training pro$amme abroad;
Provided that the exercise of these powers will be subject to the general restrictions and conditions contained in the Delegation of Finangial Power Rules, 1978 and other genefal rules and orders issued by the Govemment of India from time to time.
(2) The Central Commission shall lay down the detailed procedure for sanction of various expendihre and delegation of power among the Central Commission, Chairman and Secretary of the Central Commission.
