' (2) The appeal under sub-rule (1) shafl be preferred ln the form of a memorandurh whlch shaU bear a cash recelpt ol a treasury challan of twenty rupees, settlng forth conclsely the grounds of objecttons the ord€r of the llcensing authorlty .nd shall be accompanled by a certlfled copy ol the order appoaled against.

' (3) l'r,hen an appeal ts preferred, the State TransPort Authority shall issue a notlce to the licenslng autho.lty agalnst whose. order th. appeal is prefetred.

(4) Any pergon prefertlng an aPPe.I shall be entltled to , obtaln r copy of any document flled ln conoectlon wlth the order aPpealed agalnst an payment of a fee at the tat€ ot rupees two peE page.

(5) Any person preferrlng an appeal shatl be entltled to lnspect the flle of, the State Transport Authorlty and the appltcatlon therefor shall be accompaflled by a cash recelpt or treasury challan of--

(a) ln respect of

10O, Conduct of tlcket agent.-- The ltcenced tlcket agent shall :--

l0l. Dtstnfectlon.--( 1) All publlc servtce vehlcles shall be dlstnfected with D.D.T. or Camhaxane formulatlons or any other dlstnfectant after every two months and the owners shall furnlsh to the State Transport Authorlty a certlftcate to that effect duly slgned by the Medical Offlcer of Health or any other oflicer authorlsed by hlm ln thts behalf. The period of two months shall count from the date of the last certtftcate furnlshed as aforesald:

Provlded that lf adequate arrangements for the dlsinfectton o[ vehlc]es are made by any permit holder at hls own premlses to the satlsfactlon of the Medlcal Olflcer of Health a certlflcate of dlslnfectlon by such permlt holde. shall be sufflclent.

(2) The owner of a publlc servlce vehtcle shall matntaln and on demand by the Secretary or Asslstant Secretary of State Transport Authorlty or the Reglsterlng Authortty produce for tnspectlon a current reglster showtng the dates on whtch the publlc servlce vehlcle was dlslnl€cted froft ttme to ttme.

Carrlage of lErsons ln goods carriage.--Save tn the case of a vehlcle whtch ts belng used for the carll6ge of troops or pollce or ln the case of a stage carrlage tn whtch goods are being carrted ln addltlon to passengers, no person shall be calrled ln goods caariage other than lts owner or hlrer, a bonaflde employee of the ovrner or of the hlrer of the vehtcle and the persons allowed under thls rule.

(2) No person shall. be carried tn the drlver,s cab of a goocls vehlcle beyood the number for whtch there Is seatlng accommod.tlon at the rate of 330 mlllmetres measured along th€ seat excludlng th€ space reserved for the drlver for each person and not more than stx persons ln all connected wtth the lead carrled ln additlon to the drtver shalt be carrled ln any goods carrlage:

Provlded that ln the case of a goods carrLage owned by Government, carrlage Of more than slx persons may be allowedby the State Transport Autholtty ; subject to the condldon thatsuch number shall not exceed the area ln square metres of thetloor oI the vehlcle dlvtded by 0.63 met.e su;.,ect to a maxlmudof twelve persons.

(3) The partlculars requlred by sub-ru1e (2) shaU be entered in log-book before the passengers or goods are taken lnto the vehlcle and before the iourney ls begun.

(4) The provlsl.ons of thls !uIe shall also apply to a st6ge carriage authorlsed for use as a contract caBlage for the carrlage of goods.

(5) Log_books requlred to be malntalned under thls rule shall be slgned and stamped by the Secretary, State Transport Authortty and be produced by the drlver at any tllne when the vehlcle ls on the road or at any tlme on the demand of any pollce offlcer not below the rank of a Sub-Inspector or such other offlcer as may be authorlsed by the State Transport Authortty.

(6) A complaint book duly authentlcated by the Secretary.

State Transport Authorlty shall be kept ln every stage carrlage and contract carrlage and shall be malntalned ln a clean and tldy condltlon by the conductor or the d.tver, as the case may be, and shall be ploduced by hlrh on demand of any passenger, who shall be at llberty to make an entry thereln.
