A voter who has inadvertently spoilt his ballot paper in such a way that it can not conveniently be used as a ballot paper may, on returning it to the Presiding Officer and satisfying him of his inadvertence, obtain another ballot paper in place of the spoilt ballot paper and the former shall be marked as cancelled. All such ballot papers shall be put in a separate packet marked “Cancelled Votes” and a note made in the Ballot paper account.
