Section 28: Returning of ballot-paper of voter

(1) If a voter after obtaining any ballot paper for the purpose of recording his vote decides not to use the same, he shall return the ballot-paper to the Presiding Officer and the Ballot paper so returned shall then be marked “cancelled returned” and kept in a separate packet set apart for the purpose and record shall be kept by the Presiding Officer of all such ballot-papers.

(2) If any ballot paper which has been issued to any voter for the purpose of recording his vote has not been put in the ballot-box but has been left by the voter at the Polling Station or the Polling Compartment it shall be presumed as canceled and dealt with in accordance with the provisions of sub­ rule (i), as if it has been returned to the Presiding Officer.
