(1) The Returning Officer shall appoint a Polling ’ Officer, preferably a officer serving ■ under the Central or any State j. (2) The Polling Officer shall, in addition to performing the duties imposed upon him by these Rules, be in general, in charge of all arrangements at the polling booth and may issue orders as to the manner in which persons shall be admitted to the polling bodth and generally for the preservation of peace and order at or in the vicinity of .the polling booth. 1
(3) Where the Polling Officer appointed by the Returning Officer is unable to conduct the polling on one br moreof the day or days fixed for the polling, he may intimate the same to the Returning Officer or any ottaer officer nominated by the .Returning; Officer for the purpose, who shall appoint another person, subject to proviso of sub-rule (1), as polling of^icar in his place. . •
