Section 23: Appointment of Election Observers

(l) The Returning Officer shall appoint such number of’election observers, who shall not be members of the Institute, for all or any of the polling booths, and for counting venue or venues/ as may be darned appropriate by him and such observers shall perform such duties as may be decided by the Council. .

(2) The duties of the Election observers so‘decided by the Council be given due publicity among candidates and voters.
