Section 3: Application for no objection certif icate

(1) No person under 18 years of age shall be enti t led to obtain or hold any l icence under these rules.

(2) Any person desirous of erecting a Cinema or converting exis t ing premises into a cinema shall f irst make public his intention to do so by exhibit ing a notice in Form A on a board on the proposed si te in such posit ion that i t can be plainly seen from the public thoroughfare upon which the si te of such proposed cinema abuts. The notice shall be in Hindi. The notice on the Board shall be maintained on the si te unti l the matter is decided by the l icensing authority. The Board shall be at least 1 1/12 metre x 9.00 meter in size and the notice shall be exhibited thereon in bold and clearly legible let ters.

(3) Such person shall also give a similar notice in writ ing to the l icensin g authority and make an application to the l icensing authority for the grant of a no objection certif icate, specifying therein, whether the application is in respect of a permanent cinema or a touring cinema. The application shall be accompanied by a plan of the proposed si te drawn to scale and shall clearly indicate the surrounding roads and buildings which exist upto a distance of 200 metres of the proposed si te.

Schools, hospital , temples or other l ike place should be clearly indicated in the plan.
