(1) After the date appointed for the receipt of applications for registration in the first register of dentists, all applications for registration shall be addressed to the Registrar of the 3 [State] Council and shall be accompanied by the prescribed fee.
(2) If upon such application the Registrar is of opinion that the applicant is entitled to have his name entered on the register, he shall enter thereon the name of the applicant:
Provided that no person, whose name has under the provisions of this Act been removed from the register of any 4 [State], shall be entitled to have his name entered on the register except with the approval of the 3 [State] Council from whose register his name was removed.
(3) Any person whose application for registration is rejected by the Registrar may, within three months from the date of such rejection, appeal to the 3 [State] Council, and the decision of the 3 [State] Council thereon shall be final.
(4) Upon entry in the register of a name under this section, the Registrar shall issue a certificate of registration in the prescribed form .
5 [35A. Special provision for amending the register of dentists.—Notwithstanding anything contained in this Chapter, the Registrar may, by order in writing, amend the register by deleting therefrom

20 the name of any person who by reason of the formation of the State of Andhra, has ceased to reside or carry on the business or profession of dentistry in the State of Madras:
Provided that the Registrar shall, before passing an order, make such inquiry as he deems necessary.
(2) Any person aggrieved by an order under sub-section (1) may appeal to such authority and within such time, as may be specified in this behalf by the State Government of Madras; and such authority shall pass such order on the appeal as it thinks fit.
(3) An order of the Registrar under sub-section (1), or where an appeal has been preferred against it under sub-section (2), the order of the appellate authority shall be final.
(4) The provision of this section shall cease to be in force from such date as the State Government of Madras may by notification in the Official Gazette appoint.]
