(1) Every applicant shall submit his application for unemployment allowance to the Gram Panchayat/ Programme Officer within 30 days from the expiry of the date specified for providing employment.
(2) For unemployment allowance separate application shall be submitted for separate period.
(3) ·Acknowledgement of the application submitted for seeking employment, must be enclosed with the application.
( 4) It shall be necessary.to me,ntion clearly in the application proof/evidence of presence on the worksite i.e. when the applicant was present at worksite on the instructions of Gram Panchayat/Programme Officer, employment was not provided to him/her by the Implementation Officer, otherwise his application shall be rejected.
Procedure for sanction and disbursement of unemployment allowance.- ( I) Decision on applications for unemployment allowance, shall be taken by the Programme Officer of Janpad Panchayat of the Bh~ck.
(2) Gram Panchayat shall examine/scrutinize the applications and shall sent them to Programme Offier within 5 days along with comments.
(3) Decision regarding acceptance/rejection of unemployment allowance shall be taken within 10 days from the date of submission of application by the applicant and th~ copy of decision/order shall be compulsorily provided to the.applicant, Gram Panchayat and District Programme Co-ordinator.
(4) : Programme Officer shall be required to:mention reason for not providing~employment;•on each application, in case, accepted.for unemployment allowance. : · I .
(5) Under the scheme,_unemployment·allowance· during a financiai year, at the rate of.one fourth of the~ minimum wage rate for the first.30 days and .for:the.·balance continued period half of the minimum wage rate, shall be payable. · 1634

(2) When an applicant fails to remain present at the worksite within 15 days from the date of notice -.91:d by-the Programme Officer/Gram Panchayat or Implementing Agency for heing present at the worbite.
(3). When an applicant remains absent continuously for more than one week or is absent for more than one week in a month without the permission of Gram Panchayat or Implementing Agency, he shall IIOt be entitled to receive unemployment allowance for three months, however, during this period he can submit an application for employment.
(4) The period in which the applicant or any adi.:~ member of the family whose name is enrolled in employment card, is working/has worked under the cheme.
(.5) 1be period, for which applicant had sought employment,, expires and none of che family member come for employment.
(6) If any adult member of family of the applicant has obtained minimum I 00 days of employment in total during the financial year.
(7) If an applicant's family has earned amount equal to labour payment of I 00 days by means of labour payment and unemployment allowance, including both, during the financial year.
i Appellate Authority for unemployment allowance.-
(1) Any applicant, dissatisfied by the action taken on his application submitted for unemployment allowance, may appeal before the Appellate Authority within .15 cfays from the cfate of order.
(2) A~ appeal against the order passed by the Programme Officer regarding acceptance/rejection of unemployment allowance, may be submitted byJhe aP,pliqnt to the District Programtnl! (3) A sec.and appeal, against. the order pa~sed by the Disl.Iict Programme Co-ordinator/Collector or a District Level Officer, may be submi_tted before Divisional commissioner or any officer,fiuthorized on h_is behalf for this purpose.
(4) It shall be compulsory for the Appellate Authority to dispose off the appeal within :-tipulated time of 30 days froin the·date.of appeal and.shall inform the applicant,a~out the proceedings in writing.
