On receipt of a report of an accident to a boiler or steam pipe under Section 18, the Inspector shall with the least possible delay proceed to the place to investigate the accident. If the report is received by the Deputy Chief Inspector or Chief Inspector, he shall forward i t at once to the Inspector within whose jurisdiction, the accident has occurred for necessary action.
