()) On receiving application of the nature referred to fn Section 22. the Commissioner may examine the application on oath. or may send the application to any officer authorised by the State Government 1n this behalf and direct such officer to examine the applican t a nd his Witnesses and forward the record thereof to the Commissioner.

(2) The substance of any examination made under sub-rule (I). s hall be recorded fn the manner provtded for the recording of evidence in Section 25.
