(1) The Commissioner may, after ~onsfdertng the application and the resuJt of any examina tion of the applicant under Rule 23, summanly dismiss the application, if, for reasons to be recorded, he fs of opinion that there are no sufficient groun ds for proceeding thereon.

(2) The dtsrmssai of the application under sub-rule (I) shall not of Itself preclude the applicant from presenting a fresh application for the settlement of the same matter.
