A Commissioner before whom any proceeding relating to an injury by accident is pending may at any time enter the place where the workman was injured . or where the workman ordinarily performed his work. for the purpose of making a local inspectton or of cxammtng any person likely to be able to give information relevan{ to the proceedings:
Provtded that the Commissioner sh all not enter any premises of any industrtal establishment. except durtng the ordinary working hours of that establishment. save with the permission of the employer _ or of some person directly responsible to him for the management of the establishment.
