(2) Subject to such rules as may be made in this behalf, a Panchayat may appoint from among its members a Finance, Administration and General Committee, a bocial bervices Committee, a Production Committee and such other Committees for the efficient discharge of its duties as may be considered necessary.
(2) A Panchayat may temporarily associate with any Committee one or two persons, not being members oi the Panchayati, who have special experience and knowledge of any subject dealt with by a Committee and any such person shall have the right to take part in the discussions of the Committee but shall not have the right to vote, and shall not be a member for any other purpose.
31. No act or proceeding of a Panchayat or of any Committee thereof shall be deemed to be invalid by reason only of the existence of any vacancy in, or defect in the constitution of, the Panchayat or the Committee or of any informality in its proceedings.
