(1) Every application under subrule (1) of rule 47, rules 52, 53 and 54, clause (iii) of sub-rule (2) and sub-rule(3) of rule 55, clause (a) of sub-rule (2 of rule 56, clause (a) of sub-rule(1) of rule 57, rules 59 and 60, subrules (1) and (2) of rule 61, sub-rule(2) of rule 62, sub-rule (1) of rule 76 and rule 78 of the Central Motor Vehicles Rules, 1989, and rules 31,32,34,41,53 and 56 of the Delhi Motor Vehicles Rules,1993 shall be accompanied by a fee of rupees one hundred and seventy for Part’B’ specified hereunder, in addition to the fees prescribed under rule 81 of the Central Motor Vehicles Rules,1989 and sub-rule(1) of rule 31, clause (c) of sub-rule 32, sub-rule (8) of rule 34, rule 40, sub-rule(4) of rule 41 and rule 59 of these rules:
Provided that the provisions of this sub-rule shall not apply to the applications in respect of the vehicles which do not call for modification or updation of the particulars in the Visual Inspection Zone as specified in prescribed Form 23A under the Central Motor Vehicles Rules, 1989 as well as the vehicles registered outside Delhi which have not applied for assignment of the new Registration Mark in Delhi:
Provided further that the Certificates of Registration required to be modified or updated with the relevant information in pursuance of the applications mentioned in this sub-rule shall be issued subject to the fees prescribed in this sub-rule.
(2) the State Government may, by notification in the official Gazette, grant exemption, either partially or fully, to the vehicles of the categories or owned by class or classes of persons or institutions, from the payment of fees prescribed under sub-rule (1).
Financial Memorandum regarding the fee to be prescribed for Smart Card.
At present the Vehicle Registration Certificate is being issued in Form 23. In view of the amendment made by the Government of India to rule 48 of the Central Motor Vehicles Rules 1989, Government of N.C.T of Delhi has decided to issue the Registration Certificate in Form 23A in respect of vehicles in the form of Smart Optical Card. At present, the Government charges a registration fee of Rs. 60/-(two-Wheeler), Rs. 200/-(light motor vehicles), Rs. 300/- (light goods vehicles), Rs. 400/- (medium goods/passenger vehicles). The Government of India has, vide its Notification GSR-400(E) dated 31 st may, 2002 permitted the government to charge an additional amount of fee of Rs. 200/- per card for supplying Registration Certificate in Smart Optical Card in Form 23A.
02. Smart Optical Card prescribed under Form 23A to be issued for vehicle registration by the Govt. of N.C.T. of Delhi would be containing certain additional information considered necessary by the Government which will form Part ‘B’ of the said Smart Card, the details which are as under:
(i) The previous details of tax record of cardholder.
(ii) Past history of accident by the cardholder.
(iii) Biometrics(thumb impression, photographs, etc.)
(iv) Complete database of pending prosecution cases received from other zonal offices and other states.
(v) Particulars of wanted notes received form other Government departments i.e Police, Excise, etc.
(vi) Any other relevant information ordered to be included form time to time.
03. For issue of Smart Optical Card, infrastructure for setting up the complete on line system with full connectivity, UPS and site preparation and such other expenses i.e stationery, electricity will also be required. For this purpose, alongwith the purposes specified in para 2 above, the Govt. of N.C.T. of Delhi is require to charge an additional amount of Rs. 170/- for Part’B’ of the Registration Certificate in Smart Optical Card.
Thus, the total amount for the Registration Certificate in Smart Optical Card would then, be 200+170= Rs.370/- per card per vehicle.
