Any person or authority who has made an application or a representation in connection with any type of permit to the State Transport Authority under the provision of the Act may appear before the State Transport Authority upon the date appointed for consideration of hearing the application or the representation either in D E L H I M O T O R V E H I C L E S R U L E S , 1 9 9 3 23 person or by a representative authorized by him or by it as the case may be, in writing in this behalf.
