URBAN DEVELOPMENT DEPARTMENT NOTIFICATION Delhi, the 26th November, 2014 No. Fl3(61)/ UD/MB/CC/2014/7121.-In exercise of the powers conferred by section 36 read with sub-clause (ii) of clause (a) of section 2 of the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 (Central Act 7 of 2014), the Government of the National Capital Territory of Delhi, ,hereby makes the following rules, namely:-
CHAPTER-I PRELIMINARY I. Short title and commencement.- (!) These rules may be called the Delhi Street Vendors (Protection of Livelihood and Regulation of Street Vending) Rules, 2014.
(2) They shall come into force on the date of their publication in the Delhi Gazette.
2. Definitions.-( 1) In these rules, unless the context otherwise requires:-
(a) "Act" means the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 (Central Act 7 of2014);
(b) "Bye-laws" mean the bye-laws made under section 37;
(c) "F orrn" means a form appended to these rules;
(d) "Government" means the Government of National Capital Territory of Delhi;
(f) "Grievance redressal and dispute resolution committee" means a committee constituted by the Government of National Capital Territory of Delhi under sub-section (1) of section 20 of the Act for the redressal of grievances or resolution of disputes;
(g) "Local Authority" means the local authority as defined under section 2(l)(c) of the Act and includes the East Delhi Municipal Corporation, the North Delhi Municipat Corporation, the
PART IV] DELHI GAZETTE : EXTRAORDINARY 19 South Delhi Municipal Corporation, the New Delhi Municipal Council, the Delhi Development Authority' and the Delhi Cantonment Board;
(h) "Municipal Commissioner" means the Commissioner of a Municipal Corporation in Delhi and includes the Chairperson, New Delhi Municipal Council, the Vice Chairman, Delhi Development Authority and the Chief Executive Officer of the Delhi Cantonment Board as the case maybe;
(i) "Rule" means a rule made under section 36 of the Act;
(j) "Schedule" means a schedule appended to these Rules or the Act as the case may be;
(k) "Scheme" means a scheme framed by the appropriate Government under section 38;
(I) "Section" means a section of the Act;
(m) "Special resolution" means a resolution declared as such by the Chairperson of a Town vending committee on a notice of at least 14 days and which shall be required to be passed by a majority of the total members of the Town vending committee and not less than two-thirds of the members present and voting in a meeting;
(2) Words and expressions defined in the Act and used in these Rules shall have the same mearnngs as respectively assigned to them in the Act.
