(Employees' Service) Regulations, 2001 Last amended on May 08, 2019Central Regulations · 1992

(1)(a) Notwithstanding anything contained in these Regulations, the competent authority may appoint persons on a temporary basis due to exigencies of work, on suitable terms and conditions, subject to such general or special directions, if any issued by the Board from time to time.

(b) The terms and conditions of service of the temporary employees shall be specified by the competent authority but in no case shall the terms and conditions so specified be more favourable than those laid down in these regulations for an appointment carrying equivalent status or responsibility.

(2) Notwithstanding anything contained in these regulations, Competent authority may appoint persons on contract basis due to exigencies of work on suitable terms and conditions.

(3) Competent authority may, due to exigencies of work and/or non-availability of

suitable candidates within the Board's service, take on deputation such employees in Grade D and above from Govt. or any other Organisations for a specified period and their terms and conditions of deputation, shall be specified by the competent authority in consultation with the lending organisation.

(4) In the case of appointment to the post of Executive Director by deputation or on contract, the appointment shall be approved by the Board before an offer of appointment is issued to the person to be appointed on deputation or on contract.

Appointments to be made on minimum pay

8. All initial appointments shall be made on the minimum pay of the grade to which the appointment is made, provided the Chairman may keeping in view the higher academic qualifications, special experience of value to the Board and salary in the previous job, grant additional increments, not exceeding four in the scale of pay fixed for the grade in which the appointment is made.
