(a) For purpose of clauses (f), (g) and (i) of section 5, the Central Government shall nominate the members from a panel or names recommended by a committee constituted by that Government consisting of:
(1) Secretary to the Government of India, Department of Science and Technology as Chairman,
(2) The Director General of the Indian Council of Medical Research as member,
(3) The President, Indian Medical Council as member, 15
(4) The President, Indian National Science Academy, New Delhi, as member,
(5) The President, Indian Academy of Sciences, Bangalore, as member,
(6) The President, National Academy of Sciences, Allahabad, as member,
(7) The President, Institution of Engineers (India), as member.
(b) The panel referred to in sub-rule (a) shall provide a choice of at least two names in each of the categories, men tioned in clauses (f), (g) and (i) of Section 5 comprising in all not more than eighteen names.
(c) The Committee shall recommend the panel within such time as the Central Government may direct, provided that the Central Government may nominate the members in the event of the Committee failing to recommend the panel within the time as directed by it under sub-rule (c).
Explanation : 'Committee' means the Committee con stituted by the Central Government under clause (a) of this rule.
