Section 32

The Global Open University (Nagaland) Act, 2006State Act of Nagaland · Act 3 of 2006

(1) Regulate and determine all other matters concerning the University;

Cooperate with other institutions, Universities and other authorities in such manner and for such purposes as it may determine;

Delegate any of its powers to the Vice Chancellor or Registrar or any Council or any other authority ofthe University for a temporary duration;

and Perform such other functions as it may deem fit for the proper functioning and administrationof the University.

1 of Governing Council The Governing Council shall meet at least once in a year on a date fixed in consultation with the Executive Council.

The Chairman or in his absence, the Rce Chai ian or in the absence of both, the Secretary shall preside overthe meetings.

Ifthe Chancellor chooses to attend any meeting, the Chancellor shall have the overriding right to preside overthe meeting.

Areport on the working of the University during the previous year, the statement of receipts and expenditure, the balance sheet, the audit report and other such data shall be placed before the Annual Meeting of the General Council.

All meetings ofthe Council shall be called by the Secretary at fifteen days notice.

Ifanv five members of the Council desire a meeting to discuss a matter of - urgent importance, the Secreta~y shall call a meeting forthwith and the requirement of fifteen days notice shall he deemed to have been waived.

Two-mmembers shall constitute quorum.

All questions shall be decided by majority of members present and voting. ' Eachmember shall have one vote and in case of tie, the Presiding Officer shall have an additional casting vote.

If business of the Council has to be transacted urgently without waiting for a formal meeting to take place, the Pro Chancellor may authorize the circulation of questions to the members for decision, which shall be deemed as valid decision of the Council for action; however, such decisions shall be circulated at the earliest to all concerned for information and compliance.

(1 I) All other detailsreIating to the conduct ofmeetings, functions etc., of the Goveming Council shall be as per regulations.
