The Global Open University (Nagaland) Act, 2006State Act of Nagaland · Act 3 of 2006

(1) The Executive Council shall,-

(i) Create posts and appoint, from time to time, the members of the teaching and non-teaching staff for carrying out the purposes of this Act on such - . - - - terms and conditions prescribed by regulations;

u ) Exercise control and impose discipline over the employees of the University;

Accept on behalf of the University, endowment, bequests, donations, grants and transfers of any immovable properly;

Receive money securities, instruments or any other movable properties for and on behalfof the University;

Grant receipts, sign and execute instruments and endorsement, discount cheques or other negotiable instruments through its accredited agencies;

Make. signand account for such documents and instruments as may be necesmy for proper carrying out of the management of the property or affairs of the university;

Introduce course of study at the University and take decisions in this regard on the recommendations oftheAcademc Council;

Cooperate with and coopt other educational, medical and other institutions and authorities in India and abroad;

Create fellowships and scholarships or other assistance on such terms and conditions, as it may prescribe by regulations, for carrying out research, investigation and study;

Grant leave except casual leave to officers and other employees of the University and provide for alternative arrangements in the absence of officers and employees;

Manage and regulate finances, accounts, investments, property, businessand all other adminisbtive aEairs ofthe University and appoint, for that purpose, agents;

Invest money belonging to the University. including any unapplied income. in such stocks, funds, shares or securities or movable and immovable property in - - - lndiaand abroad, as it may hmtiine to h e , deem fit, and vary such investments;

Transfer or accept transfers of movable or immovable property on behalf of the University;

Enter into, cany out and cancel contracts on behalf ofthe University and for lhat purpose appoint agents;

Provide buildii,premises, furniture, apparatus and other infkhctural facilities for the carrying out the work ofthe University;

Entertain, adjudicate upon, and if it thinks fit, redress grievances of officers and employees ofthe University;

Appoint examiners, moderators and others and if necessary, to remove them for good and sufEcient cause, in consultation withthe Academic Council;

Select a common seal for the University and provide forthe custody of the seal;

Delegate any ofthe powers to the Vice Chancellor or Registrar or any Council orany other authority of the University for a temporary duration and

(m) Exercise such other powers and perform such other duties as may be entrusted to it by the General Council or by regulations.
