(1) The Vice Chancellor shall be responsible for the maintenance of discipline in the University and his orders in this regard shall be canied out by the officers and authorities ofthe University.
(2) Notwithstanding anythmg in sub-section (I), the punishment of debarring a student h m an examhafion of the University or rusticating hirnihm the University or hostel or an institution ofthe University or any other punishment of such serious nature, shall be imposed only by the Executive Council on receipt of a report h m the Wce Chancellor:
Provided that the Executive Council shall impose such a punishment only after giving the student concerned a reasonable opportunity of being heard.
Award of Certificates, Diplomas etc.,
10. A Certificate, Diploma or a Degree or any other academic distinction shall be granted to. or conferred upon. a student only after he has undergone the relevant course or programme of study for the duration prescribed therefor and passed the same with qualifyng marks prescribed therefor by the regulations.
Award of honorary degrees I 1. The University shall have the power to confer at honorary degree of academic distinction ofthe University on any person for his eminent attainments and position, it the Governing Council approves by majority arecommendation ofthe Academic Council passed by two-thirds ofthe membership of the Academic Council for doing so.
Withdrawal of Certificates, Diplomas etc.,
12. The Governing and Academic Councils shall have the power to withdraw a Certificate or a Diploma or a Degree or any other academic distinction, including an honorary degree of academic distinction granted to, or conferred upon, a student or an eminent person, for good and sufficient reasons to be enumerated in the regulations. The Councils shall follow the same procedure followed for awarding honorary degrees.
