For purpose of giving effect to the provisions of this Act and not otherwise, the Government shall have power to call for the records of any case pending before the Collector or any Officer subordinate to him or before any person or Authority under this Act; and after having examined the validity, legality and propriety of such an act, order or decision, may quash and set aside the same or issue such directions and orders as may be necessary in the interest of justice; but only after having heard all the parties who are likely to be affected by such an act, order or decision.
