34[“Save as provided under section 3, the Government may] for the purpose of regulating or improving the administration of any property which has vested in the Custodian under the provisions of this Act, pass such order or direct such action to be taken in relation thereto, as in 35[its opinion] the circumstances of the case require and as is not inconsistent with any of the provisions contained in this Act.
