If any difficulty arises in giving effect to the provisions of this Act, the Government, may, within 3 years of commencement of this Act, from time to time, by order published in the Official Gazette make such provisions, not inconsistent with the provisions of this Act, do or cause to be done anything which may be necessary or expedient for removing the difficulty.
