The Goa, Daman And Diu Villages Panchayats Regulation, 1962.Regulations · 1962

(1) Subject to such rules as may be made in this behalf, a Panchayat may appoint from among its members a Finance, Administration and Genera] Committee, a Social Services Committee, a Production Committee and such other Committees for the efficient discharge of its duties as may be considered necessary.

(2) A Panchayat may temporarily associate with any Committee one or two persons, not being members of the Panchayat, who have special experience and knowledge of any subject dealt with by a Committee and any such person shall have the right to take part in the discussions of the Committee but shall not have the right to vote, and shall not be a member for anv other mirnnse.

30. No act or proceeding of a Panchayat ur of any Committee thereof shall be deemed to be invalid by reason only of the existence of any vacancy in, or defect in the constitution of, the Panchayat or the Committee or of any informality in its proceedings.
