On imposition of a fine under sections 11, 12 or 13, the Appellate Authority or the Government, as the case maybe, may, by order, direct that a portion of such fine imposed, as deemed fit by it, be awarded to the Appellant, as compensation:
Provided that the amount of such compensation awarded shall not exceed sixty percent of the amount of fine imposed.
