(v) if he is or has been com icted of an offence. which in the opinion of the Chancellor. involves moral turpitude.
(9) Notwithstand ing ~nything contain.:d in sub-section (4), the Chancellor may at ony time remove the Vice Chancellor frolll office if. rn his opinion. the Vice-Chancellor -
(a) is. or has been subject 10 any of the disqualifications mentioned in sub-section (8), or 10-11 I 0- l 2 dutit\ of \'ice Chan<cllor.

(b) has been gu1hy ofm1sccnduct in discharge of his duties. or

Provided that a V 1ce-Chanccllor shall not be removed from his office unle;;s an opportunity of being heard is given to him.
[PART-IV l3. (1) n1e Vice-Chancellor shall be the principal executive and academic officer of th.: University and ex-officio Chamnan of the Board, Academic Council and other authorities. He shall in the at>scncc of the Chancellor preside al any convocation of the l:niversity. He shall he entitled to be present with the nght to speak at any meeting of any other authority or body of the University, but shall not be entitled to vote thereat unless he is a member of that authority or body.
(2) The Vicc-Chanccllm shall exercise general control over the affairs or the Cniversity and shall be responsible for the maintcnancc of discipline m the lfoi,·ersity.

(5) The Vice-Chancellor shall be responsible for the prcs<.:nlation of the annual financial cstimat..:s and the annual accounts and halancc sheet of the Cnivcrsity to the Board.
(6) (a) ln any emergency which, in the op1mon of the Vice C'hanceilo:. r..:quirc> that muncdiate action should be raken, he shall take such action as he deem~ necessary and shall at the earlie;;r opportunity thereafter report his acrion to such officer, authority or body as ''ould have in ordinary course dcah v.ith thl! mailer. If the officers, authority or, as the case may, body, disagrees with the action of the Vice-Chancellor, the matter shall be re ferred to the Chancellor whose dcc1s1on thereon shall be final.

(2) Without prejudice to the generality of the foregoing powers, the Board shall exercise and perfonn the powers and functions as follows, namely:- (i} to accept, acquire, hold, control and administer and dispose of property on behalf of the University;
(ii) to make provisions for buildings. premises, furniture, apparatus and other means needed for carrying on the work of the University;
(iii) to consider and review the financial requirements and estimates for the University and approve its budget ;
(iv) to provide for the administration of any funds placed at the disposal of the Universi ty for the purposes intended;
(v) to arrange for the investment and withdrawal of funds of the University;
(vi} to manage and regulate the finances. account~ and investments of the University;
(vii) to borrow money subject to prior pennission of the State Government and to make suitable arrangemen1s for its repayment;
(viii) to approve the annual accounts and the annual financial estimates of the University;
(ix) to determine the form o f, to provide for custody of, and to regulate the use of, the conunon seal of1he University;
(x) to appoint such committees, either standing or temporary, as the Board may consider necessary, and specify the terms of reference thereof subject to the provisions ()f the Act and the Statutes ;
(xi) to dete1mine and regulate all pol icies related to the University in accordance with this Act and the Statutes ;
(xii) to approve the recommendations for appointment of officers, teachers and other employees of the University;
(xiii) to make provisions for instruction, teaching and trammg in such branches of learning and coucses of study as may he detern1ined by the Academic Council in Veterinary and allied sc iences and for research and for the advancement and disscmiuation of knowledge;
(xiv) to promote post-graduate teaching, research and extension c<.lncation;
