(3) Subject to the provisions contained in sub-sections (l) and (2), the Stale Govcnuncnt may direct tbat the University ~hall reserve, for members or the Socially and Educationally Backward Class<;;S, Scheduled Castes.
Scheduled Tribes or for citizens from other States in [ndia. seats for the purposes of admission as students in any college:
Provided tha! nothing in this section shall require the University co ad:mt to any course.; of srudy. students exceedmg a prescribed number or poss~"»sing academic or other qualification lower than that prescribed.
