(1) Any street vendor who has grievance or dispute in respect of anything done or any action taken under the provisions of the Act or the rules (except section 11 of the Act) may make an application in writing in Form-IV, either himself or through his representative, to the Dispute Redressal Committee. (2) Such application shall be filed by the street vendor within a period of thirty days from the date of occurrence of any incident causing the grievance or dispute. (3) The Dispute Redressal Committee shall not entertain an application where- (a) the application is anonymous or it containing general and vague allegations, (b) the matter is sub-judice in any court of law, tribunal or a judicial or a quasi-judicial authority, (c) the matter is beyond the purview of the Act, and (d) the applicant has no locus standi to file an application.
