(1) Recruitment to the Service shall be made in 1.:1\:;:e IIi' Superintendent (Administration), ~

(i) by promotion from amongst Technical Assistants/ Assistants ; or by transfer or depui at ion of an olf'ic cr ~d;t'<,(\ y in 1.]- C service of any State Government or the Government of India; ,_.,t

2. All promotions, unless otherwise, shall be made on seniorit y cum-merit basis and: seniority alone shall not confer any right to such promotions.
