Haryana Irrigation Head Office (Group D) Service Rules, 1999State Rules of Haryana · 1999

(1) Recruitment to be Service shall be made, -

(a) in case of Jamadar, Daftri or Gate Keeper, -

(i) by promotion from amongst Peon, Chowkidar, or Sweeper; or

(ii) by transfer or deputation of an official already in the service of any State Government or the Government of India;

(b) in case of Peon, Chowkidar or Sweeper, -

(i) by direct recruitment; or

(ii) by transfer or deputation of an official already in the service of any State Government or the Government of India;

(2) All promotions, unless otherwise provided, shall be made on seniority-cum-merit basis and seniority alone shall not confer any right to such promotions.
