The applicant shall, before the commencement of work of laying service line under regulation 4 and any other works for which the entire cost of the works is required to be paid by him as per the provisions of these regulations, deposit on notice of demand, the entire amount, not limited to the cost of such works only, payable under these Regulations and all other relevant Regulations.
