If any difficulty arises in giving effect to any of the provisions of these regulations, the Commission may, suo-motu or on an application, by general or special order, take suitable action or direct the distribution licensee to take such suitable action not being inconsistent with the Act which, in the opinion of the Commission, is necessary or expedient for removing such difficulties.
