Subject to the fulfillment of the eligibility and qualifying criteria as laid down in rules 3 and 4 of these rules, a scheme for setting up of new institution shall be Submitted by the applicant in the following three parts:-
PART-A This part of the scheme shall contain the following particulars about the applicant and information regarding the desirability and prima-facie feasibility of setting up of a Paraveterinary institution at the proposed location:-
(i) Information regarding constitution of the institution within the terms of reference of eligibility criteria:
(ii) Information regarding basic infrastructural facilities and managerial and financial capabilities of the applicant; and
(iii) Information regarding availability of necessary certificates and consent as proposed in the qualifying criteria.
PART-B It shall contain detailed description of the proposed institution and shall he submitted in the form of a detailed Techno-Economic Feasibility Report about the same with the following particulars:-
(i) name and address of the new institution:
(ii) availability of trained manpower, desirability and prima-facie feasibility of the institution at the proposed location;
(iii) site characteristics and availability of external linkage: including topography, plot size, permissible floor space index, ground coverage, building height. road access.
availability of public transport, electric and water supply, sewage connection, telephone lines etc;
(iv) educational programme; including annual intake of students, admission criteria and method of admission; reservation and year-wise curriculum of studies;
(v) functional programme; including department-wise functional requirement and room-wise seating capacity;
(vi) equipment Programme; including room-wise list of veterinary, scientific and allied equipments, complete with schedule of quantities and specifications;

(vii) manpower Programme; including department-wise requirement of teaching staff (full time), technical, administrative and ancillary staff, category-wise recruitment criteria and salary structure etc. minimum as per State Government scale;
(viii) building Programme; including building wise’ built up area of the institution, staff and students hostel, administrative office, library, auditorium and other infrastructural facilities such as cultural and recreational center, sports complex etc.;
(ix) planning and layout; including master plan of the institution complex, layout plan, sections elevations and floor wise area calculations of the institution etc.;
(x) phasing and scheduling; including month-wise schedule: of activities, indicating commencement and. completion of building, design, approvals of local body; civil construction ‘and equipment, recruitment of staff and phased commissioning commensurate with the proposal to intake of students;
(xi) project cost; including capital cost of land, building, plant and machinery, veterinary, scientific and allied equipments, furniture, fixtures and preliminary pre-operative expenses;
(xii) means of financing the project cost; including contribution of the applicant grants and donations, equity, loans and other sources, if any;
(xiii) revenue assumptions; including fee structure and estimated - annual revenue from various sources: and
(xiv) expenditure assumptions: including operating expenses and depreciation.
PART-C This part shall contain detailed description of existing institution and the proposed expansion scheme to upgrade the existing institution or to set up an additional institution or both to coincide with the phased development of the proposed institutions. This part of the scheme shall also be submitted in the form of a detailed Techno-Economic Feasibility Report about the existing institution with following particulars:
(i) name and address of the existing institution;
(ii) details about the existing institution and its ancillary building, including built up area, architectural and layout plans, list of veterinary and allied equipments, capacity and configuration of administrative services, and other ancillary and sports services, category-wise staff strength etc:
(iii) details about the additional land for expansion of the existing Paraveterinary institution or for setting up-of a new institution including land particulars, distance from the proposed, educational institutions, plot size, authorized land use, geography, soil conditions, road access availability of public transport, electric supply, water-supply sewage connection, telephone, lines etc.;
(iv) building Programme; including details about addition of space built-up area of the institution, staff housing, staff and students hostel and other ancillary building;.
(v) planning and layout; including upgraded master plan of the institution complex or master plan of the proposed new institution, as the case may be along with layout plans, sections, elevations and floor-wise area;
(vi) equipment manpower Programme; including upgraded room- wise list of veterinary and allied equipments, schedule of quantities and specifications:
(vii) upgraded manpower Programme; including category-wise distribution of veterinary, Para-veterinary and other staff:
(viii) phasing and scheduling of the expansion scheme: including month-wise master schedule of activities indicating commencement and completion of building design, approval of local body; civil construction, hospital services, provision’ of veterinary and allied equipments, recruitment of staff etc. to commensurate with the development of the proposed institution;
(ix) Project cost of the expansion Scheme; including additional cost of land, building, veterinary and allied equipments, furniture and fixtures expenses;
(x) means of financing the cost of expansion scheme including Contribution of the applicant, grant and donation, equity, loans and other sources, if any;
(xi) revenue assumptions; including details of income from various sources and annual revenue; and
(xii) Expenditure assumption; including operating expenses, financial expenses, and depreciation.
