Any person may inspect all or any of the documents filed with the Registrar under this Act, or require copy or extract of any such document to be certified by the Registrar, by filing an application together with such fee as may be prescribed, and such certified copy shall be prima facie evidence of matters therein contained in all legal proceedings whatsoever.
